Roberto Quiroz II
Roberto Quiroz II of Virginia serves as Faculty member at the Inter American Defense College at Fort McNair in Washington, D.C.
Mr. Quiroz most recently served as Counselor for Cultural Affairs at the U.S. Embassy in Mexico City from 2022 through 2025. Previous assignments include Director of Policy Planning and Public Diplomacy at the Bureau of Democracy, Human Rights, and Labor (DRL/PPD) in Washington, D.C., student at the National War College in Fort McNair, Washington, D.C., Counselor for Public Affairs at the U.S. Embassy in Accra, Ghana, where he also served as a member of the Lincoln Community School Board, Public Affairs Officer at the U.S. Embassy in Yaoundé, Republic of Cameroon, where he also served on the Board of the American School of Yaoundé (ASOY) as Chair and U.S. Ambassador’s representative, Deputy Public Affairs Officer at the U.S. Embassy in Dar es Salaam, United Republic of Tanzania, Political and Economic Officer at the U.S. Embassy in Dili, Democratic Republic of Timor-Leste, where he was also responsible for public diplomacy and consular duties, Country Affairs Officer for Central America and Panama in the Bureau of Western Hemisphere Affairs in Washington, D.C., Staff Assistant at the Bureau of East Asian and Pacific Affairs in Washington, D.C., and as Vice Consul at the U.S. Embassy in Seoul, Republic of Korea.
Mr. Quiroz served as part of the U.S. delegations to the Asia Pacific Economic Conference in Lima, Peru in 2024 and in Santiago, Chile in 2004, and at the 2005 Summit of the Americas in Mar del Plata, Argentina. He has been awarded two individual Superior Honor Awards and three Meritorious Honor Awards for his service.
Prior to entering the U.S. Department of State, Mr. Quiroz served for eight years in the United States Air Force, where he earned his commission in 1994 as a Second Lieutenant from the Reserve Officers Training Corps (ROTC) program. He was assigned to various positions in California, Texas, Arkansas, Honduras, and the Republic of Korea, and left the service at the rank of Captain in June 2002.
Mr. Quiroz was born in Manhasset, New York and grew up in Puerto Rico and Los Angeles, California. He holds a B.A. in political science from California State University, Northridge and a Master of Science degree in National Security Strategy from the National War College. He speaks Spanish, French, Portuguese, Swahili, and some Bahasa Indonesia.
