Roberto Quiroz II

Roberto Quiroz II of Virginia serves as Counselor for Cultural Affairs at the U.S. Embassy in Mexico City. He is scheduled to serve as Faculty member at the Inter American Defense College at Fort McNair in Washington, D.C. in the summer of 2025. Mr. Quiroz most recently served as Director of Policy Planning and Public Diplomacy at the Bureau of Democracy, Human Rights, and Labor (DRL/PPD) in Washington, D.C. from 2021 through 2022. Previously, he was enrolled at the National War College in Fort McNair, Washington, D.C. from July 2020 through June 2021. He served as Counselor for Public Affairs at the U.S. Embassy in Accra, Ghana from August 2017 through June 2020, where he also served as a member of the Lincoln Community School Board from 2017 through 2019. Mr. Quiroz served as Public Affairs Officer at the U.S. Embassy in Yaoundé, Republic of Cameroon from July 2014 through June 2017, where he also served on the Board of the American School of Yaoundé (ASOY) as Chair and U.S. Ambassador’s representative. 

Prior to that period, Mr. Quiroz was enrolled in French language training at the Foreign Service Institute (FSI) in Arlington, Virginia from 2013 through 2014; served as Deputy Public Affairs Officer at the U.S. Embassy in Dar es Salaam, United Republic of Tanzania from 2010 through 2013; was enrolled in Swahili language training at FSI from 2009 through 2010; served as Political and Economic Officer at the U.S. Embassy in Dili, Democratic Republic of Timor-Leste from 2007 through 2009, where he was also responsible for public diplomacy and consular duties; was enrolled in Indonesian and Portuguese language training at FSI from 2006 through 2007; served as Country Affairs Officer for Central America and Panama in the Bureau of Western Hemisphere Affairs in Washington, D.C. from 2005 through 2006; as Staff Assistant at the Bureau of East Asian and Pacific Affairs in Washington, D.C. from 2004 through 2005; and as Vice Consul at the U.S. Embassy in Seoul, Republic of Korea from 2002 through 2004. 

Mr. Quiroz served as part of the U.S. delegations to the Asia Pacific Economic Conference in Lima, Peru in 2024 and in Santiago, Chile in 2004, and at the 2005 Summit of the Americas in Mar del Plata, Argentina. He has been awarded two individual Superior Honor Awards and three Meritorious Honor Awards for his service. 

Prior to entering the U.S. Department of State, Mr. Quiroz served for eight years in the United States Air Force, where he earned his commission in 1994 as a Second Lieutenant from the Reserve Officers Training Corps (ROTC) program. He was assigned to various positions in California, Texas, Arkansas, Honduras, and the Republic of Korea, and left the service at the rank of Captain in June 2002. 

Mr. Quiroz was born in Manhasset, New York and grew up in Puerto Rico and Los Angeles, California. He holds a B.A. in political science from California State University, Northridge and a Master of Science degree in National Security Strategy from the National War College. He speaks Spanish, French, Portuguese, Swahili, and some Bahasa Indonesia. Mr. Quiroz is married, has three children, and resides in McLean, Virginia.
