José Cunningham

José was sworn in as the Assistant Secretary of Administration on March 24, 2025. He performed the duties of the Under Secretary for Management from April 5-September 19, 2025.

José joined the “A Bureau” from the Export-Import Bank of the U.S. where he served as Senior Advisor for the Trump Administration beachhead team. He is an international business development and geopolitical policy consultant who has lived and worked in more than 40 countries to enable his private sector, professional services, and U.S. Government clients to compete in the global marketplace.

During the first Trump Administration José was the Executive Director of the U.S. Department of Commerce’s Advocacy Center, where he oversaw the team’s mission to coordinate whole-of-U.S. Government support and resources to create new jobs, promote exports, counter malign foreign government political pressure, and level the playing field on behalf of U.S. business interests as they compete against foreign firms for public international contracts, both commercial and defense sales. José is a former U.S. Foreign Service Officer, and he previously was Chief Sales and Business Development Officer at three of the world’s largest law firms, Nixon Peabody, Crowell & Moring, and Shaw Pittman LLP.

José began his professional career as an analyst for the U.S. Department of Defense and then went on to work as a Foreign Service Officer in Berlin, West Germany as Ambassador’s aide and Vice-Consul.

He has served on the Republican National Committee as Chairman and National Committeeman for Washington, DC, the Log Cabin Republicans National Board of Directors, is thrice elected Chairman of the DC Republican Party, and is a competitive Masters swimmer. He attended the University of California at Los Angeles, Cambridge University, the University of Southern California, the University of Vienna, and George Washington University.
