David Pemberton

David D. Pemberton Serves as the Regional Director for the Cybersecurity and Infrastructure Security Agency’s Region 8, where he leads the effort to protect and advance the resilience of the nation’s physical and cyber infrastructure in the states of Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming.

Prior to his work at CISA, he served for 15 years as a Diplomat with the Department of State focusing on economic and cyber policy across four continents. He has also served as the Deputy Chief of Staff for operations at the United States Agency for International Development where he led the executive office for a 10,000-person organization, specifically managing the logistical transition of foreign assistance staff and programs to the United States Department of State.  

He has extensive experience in international cyber policy having served as the Political Advisor to the Secretary of State’s Coordinator for Cyber Issues working on coordinated attribution of major cyber incidents, cyber capacity building across Europe, and cyber policy dialogues with foreign nations. He is also an expert in trade and economic policy having served as the State Department’s lead on European and East Asian trade policy.

He has been posted to Embassies and Consulates in Brazil, Kenya, and Pakistan and speaks Armenian, Portuguese, and Urdu. He holds a master’s in business administration and an undergraduate degree in religion focused on biblical studies and ancient Greek language.
